Community Need

The diverse communities commonly affected by such disasters are normally unable to afford the Benefits of a helicopter.  Cost factors associated with owning and maintaining a helicopter for their normal local requirements is prohibitive.  Communities that are fortunate enough to have a law enforcement helicopter program often find their aircraft tasked fully in their mission and unable to cover the needs of all the responders and relief organizations.

During times of large scale disasters, Federal and State aircraft respond to the call, but are limited to the procedures and guidelines for their request and usage.  The limiting factors associated with the use of such Governmental aircraft most often include a delay in their deployment while the requests are being made.  The delay created can range from many hours to several days.

Meeting the Need

The requesting agencies will no longer have to make a choice between cost and the saving of lives.  During times of natural or man-made disasters our helicopter will be available to all agencies to aid and assist based on the level of greatest need.  the helicopter will be available to any recognized Emergency or Humanitarian agency within an operational area East of the Rocky Mountains at no cost through the donations of the sponsors of the project.

By making available such a helicopter, dedicated in large part to being the eyes and ears of the first responders and Emergency Management officials, HELP's life saving mission is to enable those agencies to bring rescue and aid to more victims in a shorter period of time.  HELP enhances situational awareness and improves interagency coordination during a disaster.

Disasters effect people of all ages and from all walks of life. Some experts believe that certain populations - the impoverished and minorities, especially the elderly, women and children - live in circumstances that render them especially vulnerable to the impact of disasters such as floods, earthquakes and hurricanes.
